HRD/Quality Control Division

The HRD/QC Division of the Forensic Science Laboratory, Delhi plays a pivotal role in strengthening the Quality Management System, human resource development, technical competency and continual improvement initiatives within the laboratory. The Division is responsible for ensuring that the laboratory functions in accordance with internationally accepted quality standards and best forensic practices worldwide.

Forensic Science Laboratory, Delhi is an ISO/IEC 17025:2017 Accredited Testing Laboratory by the National Accreditation Board for Testing and Calibration Laboratories (NABL) and is also notified as an Examiner of Electronic Evidence under Section 79A of the Information Technology Act, 2000.

The Division is entrusted with the implementation, monitoring and continual improvement of the Quality Management System (QMS) in conformity with ISO/IEC 17025:2017 requirements. The Division coordinates and supervises quality-related activities across all divisions of FSL Delhi to ensure reliability, accuracy, impartiality and confidentiality in forensic examinations and reporting which are the pre-requisite criteria for admissibility of forensic reports in the Hon’ble Courts of Law.

The major functions include:

  • Implementation, monitoring and continual improvement of the Quality Management System (QMS) in accordance with ISO/IEC 17025:2017.

  • Coordination of NABL accreditation, surveillance and compliance activities for maintaining laboratory quality standards.

  • Preparation, review, revision, issue, maintenance and control of Quality Manuals, SOPs, technical procedures, formats and allied quality documents.

  • Conduct of Internal Audits, Management Review Committee (MRC) meetings and periodic quality assessments for evaluation of laboratory’s effectiveness.

  • Monitoring and implementation of corrective actions, preventive actions, risk management and continual improvement activities.

  • Supervision and maintenance of quality systems within respective forensic divisions through Technical Managers and Division Heads.

  • Validation, implementation and standardization of scientific methods, test procedures and reference standards in accordance with approved scientific practices.

  • Competency assessment, authorization and maintenance of training and competency records of Reporting Officers, scientific staff, technical personnel and internal quality auditors.

  • Coordination and organization of training programmes, workshops, seminars, skill development and capacity-building activities for laboratory personnel.

  • Identification and recommendation of training requirements and promotion of continual professional development of scientific and technical staff.

  • Formulation and implementation of Proficiency Testing (PT) and Inter-Laboratory Comparison (ILC) plans and coordination with other laboratories. Evaluation of PT/ILC performance and initiation of corrective actions in cases of non-conformities.

  • Preparation and implementation of calibration plans and monitoring calibration and maintenance schedules of laboratory instruments and equipments.

  • Promotion of research activities, scientific studies, innovation and academic collaboration in forensic science and allied disciplines. Facilitation of research work by permitting Research Fellows pursuing Ph.D. programmes in forensic science-related topics for award of degrees by reputed Universities/Institutes.

  • Promotion of good laboratory practices, scientific integrity, impartiality, confidentiality and quality assurance culture within the laboratory.

  • Preparation and implementation of Health and Safety measures and ensuring compliance with laboratory safety protocols and safe handling practices.

  • Scientific examination and analysis of crime exhibits and preparation of examination reports as per prescribed quality standards.
     

Quality Management System

FSL Delhi operates a documented Quality Management System appropriate to the scope of forensic testing, examination, reporting, and allied scientific activities undertaken by the laboratory. The system is documented through the Quality Manual, Standard Operating Procedures (SOPs), technical manuals, work instructions, forms and associated records.

All quality documents are controlled and maintained through established document control procedures to ensure consistency, traceability, and compliance with applicable standards.

The HRD/QC Division continuously monitors the effectiveness of the Quality Management System and undertakes periodic reviews to ensure continual improvement in laboratory operations and service delivery.

Quality Policy

The Forensic Science Laboratory, GNCT of Delhi is committed to uphold impartiality and confidentiality in all its spheres and activities. All the personnel within the laboratory are conversant with all Quality Management System through periodical management reviews and ensure to accomplish continual improvement in its performance. The Laboratory would perpetually be striving hard to render speedy & timely scientific services to the Criminal Justice Delivery System at par with the International Standards and through Quality Management System as per ISO/IEC 17025: 2017.
